So what is cement? Hydraulic cement, like Portland cement, usually sets and becomes adhesive due to a chemical reaction caused by the dry ingredients and water. There are results with this kind of cement-like when the mineral hydrates arent very water-soluble and are very durable in water and very safe from chemical attacks. It also allows setting to happen during wet conditions and underwater it then protects the hardened material from a chemical attack to occur.
